Escaping the AI PoC Graveyard:
Why Boards Must Shift AI from Innovation to Capital Allocation

Across industries, boards are asking the same question: “We’ve invested heavily in AI pilots—why isn’t more of it showing up in the P&L?”

The pattern is remarkably consistent. Over the past few years, many enterprises have launched dozens of GenAI and ML initiatives, often with impressive technical results. Yet only a fraction makes it into robust production, and an even smaller fraction scale to a level that moves core financial or risk metrics. What remains is a long tail of proofs of concept (PoCs), rising cloud invoices, and growing dependency on a handful of platforms.

 

From a distance, this can look like “AI not delivering.” Up close, it is usually a governance problem: AI is handled as open‑ended experimentation instead of as a capital allocation decision subject to the same board discipline as any other major investment.

From experiments to an investable portfolio

For a board, the fundamental shift is to treat AI not as a series of tools to try, but as a portfolio of assets to build. That means three things:

A) Decisions, not demos. Every AI initiative should exist to support a specific, board‑relevant decision: what to fund now, what to defer, and what to kill. A PoC that cannot be tied to a KPI and a business owner is not an experiment; it is a cost.

 

B) Total cost, not build cost. The real economics of AI live beyond the pilot: inference, guardrails, monitoring, human‑in‑the‑loop supervision, retraining, compliance. Independent TCO analyses underline that most enterprises systematically underestimate AI lifecycle costs, and that the majority of cost often shows up after the pilot phase rather than during initial build.

 

C) Guardrails by design, not by escalation. Too often, legal, risk, and security arrive at the end of the process and do what they must: slow or stop deployments. When governance is designed from the first gate—data protection, model risk, IP, EU AI Act implications—fewer projects run, but far more of them reach safe scale.

These are not theoretical concerns. Leaders at the major cloud and AI platforms have watched the same movie repeatedly: enthusiastic pilots, under‑modeled run costs, architectures that silently lock the customer in, and renewal conversations where the commercial reality suddenly becomes visible. The organizations that break this cycle do something different at the top.

Diagnostic snapshot for boards

Most boards do not need “more AI detail.” They need a fast, unambiguous dashboard that reveals whether the AI portfolio is scaling—or quietly accumulating risk and cost. Below is a diagnostic snapshot designed for the executive board. The first metric is anchored in widely cited market benchmarks; the others are intentionally framed as “ask‑for” indicators to be measured inside your own portfolio within weeks, not months.

  • % of AI initiatives in pilot vs. production. Many enterprises report only a minority of AI use cases reaching full production; one 2025 enterprise study found 31% of studied use cases reached full production, implying ~69% remained outside scaled production.
  • Average TCO delta vs. initial business case. Recent GenAI TCO analysis suggests ~85% of enterprises underestimate AI budgets once full lifecycle costs are included—a strong indicator that deltas are structurally common, not exceptional.
  • % with named P&L owner. In our experience, this is one of the best predictors of “real” scaling; if this is not near‑universal for funded initiatives, value leakage is inevitable.
  • % with defined kill criteria. If this number is low, your organization is not running an AI portfolio—it is running a permanent experiment factory.

If you want one board‑level takeaway: the maturity question is not “How many pilots do we have?” It is “How many initiatives have the ownership, economics, and governance to scale?”

What high-performing boards do differently

Boards that consistently turn AI into value tend to have a few common practices:

  • I. They anchor AI in a small set of Guiding Star metrics (cost, revenue, risk, experience), and require every use case to make its contribution explicit.
  • II. They install a simple, visible funnel for AI initiatives: a way ideas come in, are scored, and either advance with increasing evidence or are explicitly stopped—no “zombie” projects.
  • III. They mandate cross‑functional ownership: business, IT/data, procurement, and finance at the table from day one, with finance treating AI as a capital allocation topic, not an innovation line item.
  • IV. They ask for one view of the portfolio: which AI products are live, where they sit in critical processes, what they cost to run, and how they are performing against their business cases and risk thresholds.
  • V. They move from steering to unblocking: once an initiative clears agreed economic and governance thresholds, they actively remove structural barriers—securing the necessary IT/data capacity, fast‑tracking approvals and decisions, and aligning procurement and finance so delivery and scaling are not slowed by internal friction.

None of these slows AI down. If anything, it creates the conditions for speed: fewer distractions, clearer priorities, and fewer surprises when pilots are ready to scale.
